tmpwatch was removed to work around bug 2361481 in PR #2586
The pkg should be back when the bug is fixed here

FWIW tmpwatch-2.11-28.fc43 does install (only has a binary in bin), so it might be easier to get a proven packager to rebuild it for at least 42.
